The Green Deal isn’t working and ECO has been cut – but the good news is that local authorities and housing associations may soon be in the driving seat to deliver ‘area-based’ retrofit programmes. With the funding environment tighter and more uncertain than ever, how can they work together to secure new sources of finance for this vital work to cut energy bills and reduce emissions?
