The Future of Policy and Standards for Low and Zero Carbon New Homes

This event will present and discuss the results from the new RICS Research Trust funded research on the future of low and zero carbon homes. Dr Dan Greenwood from the University of Westminster and Dr Alina Congreve from Hertfordshire will give a pre-election presentation of their findings. Through a series of in-depth case studies and interviews with national stakeholders, the project has analysed the challenges, tensions and opportunities for the housing sector following significant policy changes. This work will inform debate across the sector about the role of compulsory and voluntary codes and standards and the main drivers for innovation in the future. It will be of interest to those involved in housing policy and practice including policy makers, designers, developers, assessors and other built environment professionals.



Dr Dan Greenwood is Senior Lecturer in Politics, and works on the Governance and Sustainability research programme at Westminster. His research expertise includes governance and policy evaluation. He recently worked on a project evaluating the zero carbon homes policy agenda in England. He took part in an industry placement with the Zero Carbon Hub in 2012-13.

Dr Alina Congreve is a principal lecturer in Sustainable Planning at the University of Hertfordshire. Her recent research has included:

  • Identifying and comparing local authorities in the US and UK that are leaders in climate change mitigation (carried out with Professor Pitt from VCU)
  • Resource efficiency in construction projects for WRAP (carried out with Parsons Brinkerhoff)
