PHT response: Part F/ Part L building regulations consultation

The government opened a consultation on proposed changes to Part L (Conservation of Fuel and Power) and Part F (Ventilation) of the Building Regulations for new dwellings in October 2019.  The consultation terminates on 7th February 2020.  Getting a large response to the consultation is critical to amplifying the chance we have of changing things. 

The Trust, along with its members and other organisations, have prepared a response to the consultation that can be viewed in the links below. We have used parts of LETI’s draft response as our thinking is very much aligned. 

The Trust is responding in collaboration with other industry bodies to act as one voice. We also encourage everyone to respond to the consultation as individual companies. Download and tailor the templates below. 


Overarching messages

1. In the context of a Climate Emergency, the proposed options for 2020 are not nearly ambitious enough and could actually result in a retrograde step

2. This is an opportunity to set out a pathway to 2025 (and beyond) and treating everything beyond 2020 as a separate question results in poor decisions - the 2020 decisions should be put the context of a continuum to 2025/2030/2050

Submitting a response will help to intensify the demand for change. Energy efficiency in buildings is imperative to seriously tackle the Climate Emergency. The table below is from the 2012 Consultation response shows why the builders/manufacturers carried the day last time and highlight the importance of ensuring your voice is heard.
