Read the Passivhaus Trust's detailed response to the UK Government's ‘Reforms to the Energy Performance of Buildings Regime’ consultation, which closes Wednesday 26 February 2025. We encourage Passivhaus Trust members to use it to inform their own responses. Supporting documents are available online.
Passivhaus Trust Position
The Passivhaus Trust supports reforms to both the modelling software and content of EPC and DECs which have been long overdue. Improving the accuracy and number of energy performance metrics available to homeowners will ensure occupants have a better understanding of their homes and how to make them more energy efficient. Improving the quality of this information will be dependent on the development of the Home Energy Model (HEM) for existing buildings and we look forward to the opportunity to comment further on this. Passive House Planning Package (PHPP), the proven software to measure low energy buildings, is already available and we also propose that PHPP can be used to measure buildings and issue EPC and DECs.
