London - the emerging global Passivhaus hotspot

London is rapidly becoming one of the world’s leading Passivhaus cities, with over 3,600 homes currently completed or underway. Passivhaus buildings, from student accommodation, schools, selfbuilds to social housing, are springing up across the UK capital city.

Passivhaus homes certified

There has been a notable market shift, with volume housebuilder Barratt London announcing its commitment to adopting Passivhaus across all London developments earlier in 2025. Large scale Passivhaus social housing is especially taking off, thanks to progressive policies in the London Plan. The recently published Healthy Homes Standard & Awaab's Law further strengthen the business case for quality assured Passivhaus adoption in this sector.

Internationally, other cities are also leading the charge: Vienna boasts more than 7,000 certified homes, while Heildelberg in Germany,  Vancouver in Canada, and Gaobeidian in China each showcase Passivhaus at scale, demonstrating how the standard is shaping sustainable urban development worldwide.

 

London Borough breakdowns

Here we focus on London Passivhaus social housing schemes by borough, both in development and complete & certified. Of the 32 Boroughs, a third are building Passivhaus homes. 

Passivhaus homes by London Borough_Passivhaus Trust

 

  • Camden currently holds the highest number of complete and certified Passivhaus homes thanks to a phased estate regeneration.

  • Newham has 10 Passivhaus developments, giving it the highest number of schemes, with the second highest number of complete & certified Passivhaus homes following Camden.

  • However, with only 3 schemes in development – Ealing has 669 homes in the pipeline.

  • Hounslow holds the largest total number of Passivhaus homes in development [967] within a single estate regeneration – still at early stages of the implementation plan.
